Ieva Česnulaitytė is a researcher, policy analyst, and activist with nearly a decade of experience across government, civil society, and international organisations. Her latest research interests are focused at the intersection of deliberative democracy, memory, and trauma-informed participation. Since January 2026, she is a PhD candidate at UCLouvain in Belgium. Throughout 2025, she advised on the design and implementation of the Vilnius Citizens’ Assembly - the first assembly in Lithuania. Previously she was the founding Head of Research and Learning for DemocracyNext, a global platform for democratic innovation. Earlier she was a Policy Analyst at the OECD working of innovative citizen participation, co-authoring the OECD’s flagship report Catching the Deliberative Wave, authoring the OECD’s Evaluation Guidelines for Representative Deliberative Processes, and editing a series on New Democratic Institutions for Participo. She also worked in Lithuania’s Prime Minister’s office, leading Lithuania’s participation in the Open Government Partnership Initiative.
